Is it ok for students with special needs to plagiarize?

I am in an argument with my regular education bretheren here. I say that in certain situations, it is ok for students to plagiarize as reinforcing a skill to acquire information. Resources such as this could be a continual life skill. I would like to find some research but I am too far removed from my university to access any research databases.
