Difference between insulator and conductor?

What are the differences? and what does this mean if I'm taking a gaussian surface in and out of let's say a hollow insulating sphere of charge density rho. If I'm not mistaken, the charge in the hollow area is zero, between is rho and outside of the sphere I'm not too sure.
