World history help(enlightenment in europe)?

John Locke believed that the government should only be in place by the will of the people and serve the will of the people. A government should only function with the backing of the people. Hobbes believed that strong leadership is necessary and that the government should be able to do whatever it wants regardless of what the people want. Basically, Locke believed people have personal rights and liberties while Hobbes believed that they do not, and that all power should lie with the government.
